Please note this is a small hat size; though gcould be worn at jaunty angle & pinned for a burlesque look - I have a wig over my full hair, so wasn't going to fit me but still looked cool worn this way. 
 
Lovely dressage inspired, or Edwardian (steampunk?) style hat by Kangol from the late 1970s with a lovely black satinn band and bw and veil. 
Polyester, but you aren't going to wear it daily so still an elegant & cool piece!
